中共中央總書記、國家主席、中央軍委主席習(xí)近平3月6日看望了參加全國政協(xié)十三屆五次會議的農(nóng)業(yè)界、社會福利和社會保障界委員，并參加聯(lián)組會，聽取意見和建議。習(xí)近平強(qiáng)調(diào)，種源安全關(guān)系到國家安全，必須下決心把我國種業(yè)搞上去，實(shí)現(xiàn)種業(yè)科技自立自強(qiáng)、種源自主可控。
President Xi Jinping on March 6 stressed that germplasm resources security is closely related to national security, adding that China must strengthen its seed industry to achieve self-reliance in the sci-tech development of the sector and keep the country's germplasm resources independent and controllable. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks when visiting national political advisors from the sectors of agriculture and welfare and social security, who are attending the fifth session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC). Xi participated in their joint group meeting, and listened to their comments and suggestions.

農(nóng)業(yè)現(xiàn)代化，種子是基礎(chǔ)。種子是農(nóng)業(yè)的“芯片”，是確保國家糧食安全和農(nóng)業(yè)高質(zhì)量發(fā)展的“源頭”。黨的十八大以來，我國種業(yè)發(fā)展有了很大進(jìn)步，為糧食和重要農(nóng)產(chǎn)品穩(wěn)產(chǎn)保供作出了重要貢獻(xiàn)，但種業(yè)發(fā)展基礎(chǔ)仍不牢固，保障種源自主可控比過去任何時候都更加緊迫，糧食安全這根弦比過去任何時候都要繃得更緊。保障國家糧食安全，必須從良種方面挖掘潛力，讓種子這顆堅強(qiáng)的“中國芯”，成為中國農(nóng)業(yè)現(xiàn)代化的堅實(shí)基礎(chǔ)。
要保障種源安全，把我國種業(yè)搞上去，就要發(fā)揮我國制度優(yōu)勢，科學(xué)調(diào)配優(yōu)勢資源，推進(jìn)種業(yè)領(lǐng)域國家重大創(chuàng)新平臺建設(shè)，加強(qiáng)基礎(chǔ)性前沿性研究，加強(qiáng)種質(zhì)資源收集、保護(hù)和開發(fā)利用，加快生物育種產(chǎn)業(yè)化步伐。要深化農(nóng)業(yè)科技體制改革，強(qiáng)化企業(yè)創(chuàng)新主體地位，健全品種審定和知識產(chǎn)權(quán)保護(hù)制度，以創(chuàng)新鏈建設(shè)為抓手推動我國種業(yè)高質(zhì)量發(fā)展。
