安民 Give Peace and Comfort to the People
安定百姓或讓百姓安居樂業(yè)。中國古人認(rèn)為,這是國家或治國理政者的基本職責(zé)和主要目標(biāo),也是執(zhí)政者贏得民眾擁護(hù)的基本前提,同時(shí)也是降低治理成本、爭(zhēng)取更好治理狀態(tài)的基礎(chǔ)條件。而“安民”的根本在于保障百姓的實(shí)際利益,及時(shí)地發(fā)現(xiàn)、匡正政策或制度的缺失。這與“民惟邦本”的思想是相通的。
The term means to ensure that the people live and work in peace and contentment. The ancients believed that this was the basic responsibility and main purpose of the state and of those governing it. A peaceful and satisfied populace results in widespread support for the rulers, making governance less costly and more effective. The heart of the concept is to guarantee the genuine interests of the people, and to identify and correct failings in both policies and procedures in a timely way. The expression mirrors the concept "people are the foundation of the state."
