China's vaccine regulatory system has passed an assessment by the World Health Organization (WHO) on August 23. The WHO evaluation of the national vaccine regulatory system is a world-recognized international assessment that can scientifically and comprehensively assess the level of vaccine regulation in a country. China passed similar WHO assessments in 2011 and 2014.

世界衛(wèi)生組織對(duì)疫苗國(guó)家監(jiān)管體系的評(píng)估，是對(duì)國(guó)家疫苗監(jiān)管能力評(píng)估的一項(xiàng)重要舉措和有效手段。世衛(wèi)組織將通過(guò)疫苗監(jiān)管體系評(píng)估作為采購(gòu)該國(guó)疫苗產(chǎn)品的前提，即只有國(guó)家監(jiān)管體系通過(guò)評(píng)估，該國(guó)企業(yè)才能申請(qǐng)世衛(wèi)組織疫苗產(chǎn)品預(yù)認(rèn)證，并列入聯(lián)合國(guó)等國(guó)際組織采購(gòu)清單。此外，通過(guò)評(píng)估也是其他國(guó)家注冊(cè)和采購(gòu)他國(guó)疫苗產(chǎn)品的重要參考。我國(guó)在2022年7月迎來(lái)了世衛(wèi)組織升級(jí)評(píng)估標(biāo)準(zhǔn)后的新一輪全面評(píng)估。這次的評(píng)估標(biāo)準(zhǔn)更加嚴(yán)格，內(nèi)容豐富全面，指標(biāo)大幅增加。中國(guó)的疫苗監(jiān)管體系這次能通過(guò)評(píng)估，意味著中國(guó)擁有穩(wěn)定的疫苗監(jiān)管體系，能確保在中國(guó)生產(chǎn)、進(jìn)口或流通的疫苗質(zhì)量可控、安全、有效。

2019年通過(guò)的疫苗管理法明確，我國(guó)對(duì)疫苗實(shí)行最嚴(yán)格的管理制度，堅(jiān)持安全第一、風(fēng)險(xiǎn)管理、全程管控、科學(xué)監(jiān)管、社會(huì)共治。疫苗管理法堅(jiān)持以最嚴(yán)謹(jǐn)?shù)臉?biāo)準(zhǔn)、最嚴(yán)格的監(jiān)管、最嚴(yán)厲的處罰、最嚴(yán)肅的問(wèn)責(zé)等“四個(gè)最嚴(yán)”為立法宗旨，規(guī)定構(gòu)成違法犯罪依法從重追究刑事責(zé)任。作為強(qiáng)化疫苗全程質(zhì)量監(jiān)管的一個(gè)最有效措施，我國(guó)實(shí)行疫苗全程電子追溯制度。疫苗上市后，從生產(chǎn)、運(yùn)輸、儲(chǔ)運(yùn)、使用等各個(gè)環(huán)節(jié)均應(yīng)有準(zhǔn)確、規(guī)范的記錄。

此外，我國(guó)疫苗監(jiān)管體系通過(guò)世衛(wèi)組織新一輪評(píng)估，說(shuō)明我國(guó)的疫苗監(jiān)管體系對(duì)標(biāo)世衛(wèi)組織新標(biāo)準(zhǔn)和國(guó)際先進(jìn)水平，持續(xù)加強(qiáng)和改進(jìn)。這也為我國(guó)疫苗走出國(guó)門(mén)創(chuàng)造了良好條件。今后我國(guó)可以為促進(jìn)全球、特別是發(fā)展中國(guó)家疫苗可及性、可負(fù)擔(dān)性作出更多貢獻(xiàn)。

【重要講話】

世界各國(guó)要加強(qiáng)國(guó)際抗疫合作，積極開(kāi)展藥物研發(fā)合作，共筑多重抗疫防線，加快建設(shè)人類衛(wèi)生健康共同體。特別是要用好疫苗這個(gè)有力武器，確保疫苗公平分配，加快推進(jìn)接種速度，彌合國(guó)際“免疫鴻溝”，把生命健康守護(hù)好、把人民生活保障好。

Countries need to strengthen international cooperation against COVID-19, carry out active cooperation on research and development of medicines, jointly build multiple lines of defense against the coronavirus, and speed up efforts to build a global community of health for all. Of particular importance is to fully leverage vaccines as a powerful weapon, ensure their equitable distribution, quicken vaccination and close the global immunization gap, so as to truly safeguard people's lives, health and livelihoods.
